The Downsync Two-Player Starter Set Bundle includes both the Consensus Coalition and the Republic of Terra Starter Sets, at a discount for buying both. These sets include enough units (6 per side) for two players to play a small game against each other. For more options, or to play a Standard game (11 Units per side), add additional Republic of Terra or Consensus Coalition units.
